Where help ends and deciding begins
In a public procedure AI must not decide. It can, however, substantially shorten the path to a decision: find the legal basis, summarise a long document, route an application to the right group or flag a missing attachment. The decision and the responsibility stay with the official.
Suitable
Searching archives, summarising, classifying, drafting, flagging an incomplete application.
Not suitable
An automated decision, judging eligibility, anything that cannot be explained and checked.
An answer without a source is not usable
An official cannot use an answer they cannot verify. So the system must cite the document and the place within it for every answer - and say when it cannot find one, instead of inventing it.
