A commercial is defined by where it runs
A commercial made for television does not work on social media, and the other way round. The difference is not only length: on a phone it is watched without sound, the first two seconds decide whether the viewer stays, and the frame is vertical. So the channel is decided before the shoot, not after.

Music, faces and rights
For a commercial, usage rights are settled before publication, not after. That applies to music, to the people on camera and to locations. Music that is free for a channel post is not necessarily free for broadcast or for paid advertising.
